LPSS Announces New Finance Appointments

Matt Dugas has been selected as the new assistant superintendent of business services for LPSS. He will be replacing Billy Guidry, who is retiring after many years of service to the district, as of September 10, 2021. In his new role, Dugas will act as the chief financial leader for the school system, overseeing budgets, financial planning, property/asset acquisition, and the sales tax department. He will also be responsible for bond issues and other important administrative duties for the district.

Dugas’s promotion to this position follows his successful tenure as director of finance, where he managed financial reporting, payroll, banking, investments, and fixed assets for LPSS. He has been with the school system since 1995, is a certified public accountant, and holds a bachelor’s degree in business administration with a minor in computer science. In addition, he is a Grants Management Certificate Program Graduate and a Certified Louisiana School Business Official. Dugas currently serves as President of the Louisiana Association of School Business Officials and as a Board member of the Louisiana Asset Management Pool which manages $1.8 billion in investments for local Louisiana governments.

“Mr. Dugas brings a great deal of knowledge to his new role as assistant superintendent of business services and he is a valuable asset to the Lafayette Parish School System,” said Superintendent Irma D. Trosclair. “I am confident he will do an excellent job in his new position.”

Stepping into Dugas’ prior role as director of finance is Anthony Mouton, a senior accountant and payroll coordinator who has been with LPSS for the past 8 years. In addition to his work with the district, Mouton has previously worked in a community college system as well as in private industry.

Mouton is a Certified Public Accountant in the State of Louisiana and Texas. He is a native of Lafayette who holds an Associate Degree in Business from Brookhaven College, a Bachelor’s Degree in Accounting from Ashford University and a Master’s Degree in Accounting from Texas A&M University-Commerce. Mouton has been a member of the Texas Society of Certified Public Accountants, Association of Certified Fraud Examiners, Louisiana Association of School Business Officials, and Government Finance Officers
Association.

“Mr. Mouton brings a wealth of knowledge and experience to this position, and I am grateful to have him in this new leadership role.” stated Superintendent Trosclair.
