ROLE OF DIVISION LEADER

Serves as the chief financial officer for the school district; advises and acts for the Superintendent on financial issues and operations and assists the Superintendent in development of long-range plans for the system. The Executive Director & Chief Financial Officer provides leadership, coordination, problem resolution, and direction to the units of Finance. Management techniques are employed to develop a team approach across departmental lines in order to support the delivery of services to schools and operating units. Additionally, the Executive Director & Chief Financial Officer is responsible for developing public confidence in fiscal affairs by disseminating fiscal information to community and civic organizations.

MAJOR DUTIES AND RESPONSIBILITIES:

Budget Development and Management:
This position provides leadership and direction in developing a priority-driven, school-based budget linked to strategic plans which enables the school system to operate effectively. The budget document comprehensively presents all key funds and explains the purpose of each fund, as well as the line item budgets of the fund. A comprehensive annual budget of all funds is routinely prepared prior to the start of each fiscal year. Periodically, budgets are revised as may be necessary either quarterly or semi-annually.

Financial Management/Reporting:
Plans, directs and coordinates budget and financial affairs of the system; oversees management of invested funds and bond debt service and serves as School board representative working with counsel and underwriters on bond issues; develops and recommends property tax millage rates sufficient to support bonding and operating requirements; executes loan agreements with public authorities; oversees management of school-owned lands, negotiates and executes fiscal agency agreements.

Financial Accountability:
Ensures that all financial operations of departments and schools comply with all relevant federal and state laws, grant regulations and board policies. We routinely obtain the Certificates of Financial Excellence in Financial Reporting from the Government Finance Officers Association and the Association of School Board Officials.
